Keeping your EM/OMS updated is an essential task to avoid performance and security issues of your monitoring/observability tools. Here you can see the steps to patch your EM from 13.5.0.20 to 13.5.0.24 (the last patch for now). And I also updated the agent running in the EM server to the latest version too.
Where to download
The main note to check the updates for the EM is Enterprise Manager 13.5 Main Release Update List (Includes Plug-ins) (Doc ID 2760230.2) and this other as well Enterprise Manager Cloud Control Updates: List of Available RUs (Release Updates) and PSUs (Patch Set Updates) (Doc ID 1605609.1). But I prefer this one Enterprise Manager Cloud Control Database (DB) Plug-in 13.5 Release Update (RU) Bug List (Doc ID 2811987.1) because it lists the patches for EM and Agent in one single page (and the solved bug per each version).
From there, we got the links for EM patch 36761595, and Agent patch 36761598. Both they are the RU 24.
You will need to have the last version of the OMSPatcher (pick up the last version from note 2809842.1) and also the last version from AgentPatcher (pick up the last version from note 2810322.1).
Update the OMSPatcher
Since the update process is “in place” (applied over the current OMS home), we need to update the OMSPatch placing a new version of it. The process is simple. We first go to Othe MS home folder, move the current OMSPatcher folder, and unzip the new one:

Patch EM to 13.5.0.24
The next is to patch the OMS itself, and for that, we first need to unzip patch 36761595 in one separate folder:

As we can see above, the analysis was successful. No issues. One point here, my start was 13.5.0.20, but if you are not there I recommend reading the Marcus Vinicius post about how to upgrade the EM from 13.5.0.6 to 13.5.0.20 at this link. The process is more or less the same, but EM 13.5.0.19 changes little details and requirements that are important to be noticed.
The next step is to stop the OMS:

Update the AgentPatcher
Since we are patching the agent that runs on the EM machine we need to patch it to the new version, and to do that we need to first patch the AgentPatcher. The process follows the same as OMSPatch. We first go to the Agent home folder, move the current AgentPatcher folder, and unzip the new one:

Conclusion
Above you saw that the process is quite simple, we update the OMSPatcher and AgentPatch, and after we apply the patch over EM/OMS and the Agent. But just remember, I was already running the EM at 13.5.0.20, so, some critical requirements had already there applied before. So, please check how to reach 13.5.0.20 (the post from Marcus Vinicius that I mentioned before, will help you a lot). With the patched EM, we can go further in the upgrades to the next releases.
